Sir,
You cannot but be aware of the open way in which Coolies are being sent from these districts to Macao for sale.
A flagrant evil such as this has become most objectionable in a Treaty port. I have again and again called the attention of the Mandarins to this manifest infraction of the Law, and have received in reply strong professions of their anxiety to stop it.
